Noise at work regulations place a legal duty on employers to ensure that their worker are not exposed to noise levels which are considered harmful to their health

The Control of Noise at Work Regulations 2005

The Regulations place an obligation on employers to prevent or reduce risks to the health of employees from exposure to noise at work.

As an Employer you are required to :

Assess the risks of noise at work to your employees.

Act to reduce the noise exposure to your employees;

If the noise levels can’t be reduced by engineering and other methods then employees must be provided with hearing protection;

Reduce employees exposure enough by using other methods;

Make sure that the appropriate action is taken at each action level;

Ensure that your employees are provided with sufficient information, instruction and training.

ACTION LEVELS

When the noise levels in the work place reach certain Action Levels, then the employer must take action to prevent hearing loss to their employees.

The Noise Regulations require you to take specific action at certain action levels.

These levels are the levels of exposure to noise of your employees averaged over a working day and in some circumstances a week.

The values are:

Lower exposure action level:

daily or weekly exposure of 80 dB(A);

peak sound pressure of 135(C) dB;

Upper exposure action level:

daily or weekly exposure of 85(A) dB;

peak sound pressure of 137(C) dB.

There are also levels of noise exposure which must not be exceeded:

Maximum exposure limit level of:

daily or weekly exposure of 87 dB(A);

peak sound pressure of 140 dB(C).

WHAT MUST AN EMPLOYER DO?

If they believe that the lower action level is reached they must carry out a risk assessment.

At and above a lower exposure action level

Suitable hearing protection must be given any employee who asks for it
Employees are provided with sufficient information, instruction and training in.
Nature of the risk of hearing damage from noise
Report of signs of hearing loss

Between the lower and upper exposure level

Reduce exposure to as low a level as possible by engineering methods, hearing protectors are the last resort.
You must provide health surveillance on employees who are likely to be frequently exposed above the upper exposure action level, or are vulnerable to noise, such as people with hearing loss.
Hearing protection zones must be marked and protection provided must be worn with in the marked zones

The Maximum Exposure Limit Value, must never be exceeded.

Hearing protection can be taken into account when determining exposure limit value.

	We under take both Thermal Imaging and Noise at Work Risk Assessments. Thermal Imaging is a quick and easy way to detect problems such as electrical plant overheating. Its use as a preventative maintenance aid is well established. A large proportion of electrical faults result in a temperature rise on the faulty equipment. Thermal Imaging quickly allow identification of such faults. By detecting problems before they cause damage saves in damage to equipment and loss of production, also reducing the risk of fire. A thermal survey on most industrial plants can be undertaken in a single day. The plant has to be working, so there is little down time on the plant, unlike most electrical tests. Workplace noise can range from something negligible into a problem that can lead to permanent hearing damage. Employers have a duty of care and must ensure that they undertake a Noise at Work Risk Assessment to ensure they are conforming to the Noise at Work Regulations. We undertake Noise Assessments for workplace noise and from the results, give advice on how to reduce and mange it. We produce a detailed Noise at Work report listing our findings from the noise survey and recommendations. The report contains a list of all the measurements taken, a site plane, octave band analysis for hearing protection and personal noise dosemeter readings if appropriate.
